Challenge
Delmarva Power & Light’s ongoing reliability and system resilience goals required the execution of annual Priority Pole Replacement (PPR) and End- of-Life Replacement (ELR) programs across multiple circuits.
The work involved engineering and coordination for dozens of line segments annually, many located in constrained access environments requiring rapid mobilization, material coordination, and flexible staffing to support evolving program priorities.
Action
DST Engineers led the engineering and coordination of 20–30 circuit- based construction packages annually, with technical and field support from EN Trust. The team reviewed OSMOSE pole inspection data to determine remediation needs, developed project-specific designs, and prepared construction-ready Issued for Construction (IFC) documents.
DST’s scope included material requisitioning, construction access route planning, tree clearing identification, and creation of combined Appropriations/Engineering Estimate (AE/EE) packages for each project.
Leveraging scheduling tools like Primavera P6 and close coordination with Delmarva’s construction teams, DST ensured fast-track delivery of design packages to support aggressive field mobilization timelines.
DST also provided ramp-up/ramp-down staffing flexibility to accommodate shifts in program budgets while maintaining high quality and schedule adherence throughout the program cycle.
