Installation Of ARGA Battery Monitoring System - MILFORD Substation

Challenge
Integration of an Arga Battery Monitoring System into an existing, space-constrained substation control house.
Limited DC circuit capacity requiring a new DC distribution panel.
Need for reliable communication between Arga Monitor and Orion
RTU.
Coordination required across multiple
DPL teams (SME, EM,
Protection).
Parallel Spare Transformer project by Worley sharing DC infrastructure, creating interface and documentation risks.
Action
Performed site assessment to validate annunciator space, battery layout, and cable routing.
Coordinated with DPL teams to confirm equipment, alarms, I/O, and communication requirements.
Developed full engineering design including
one-lines, wiring diagrams, terminal plans, and cut-in/cut-out packages.
Engineered serial communication using SEL-2886 RS-232 to RS-485 interface to Orion RTU.
Designed a
new standard DC distribution panel,
including sub-feed
integration and control house layout updates.
Engineered cable routing from battery terminals to annunciator panel
per DPL standards.
Coordinated documentation and interfaces with Worley’s parallel
transformer project.
Delivered phased
60%, 90%, IFC, and close-out engineering
packages
.
