Challenge
Multiple interconnection requests under a Cluster Study required consolidated impact assessment on the New York State Transmission and Distribution Systems.
Unclear infrastructure upgrade requirements for both CTOAF and SUF. Need for coordinated stakeholder engagement and adherence to NPCC, NERC, and NYSRC reliability standards.
Complex relay coordination and SCADA integration across geographically dispersed substations.
Action
Assessed system impacts of interconnection projects on existing transmission and distribution infrastructure.
Identified necessary upgrades to CTOAF, including bus expansions, additional breakers, and relay adjustments.
Defined SUF scope involving new protection schemes, communication infrastructure, and new POI substations.
Developed one-line diagrams, system impact analysis, and protection/control schemes.
